Does Your Valencia Roof Qualify for a FAIR Plan Wildfire-Hardening Discount?

More California homeowners in fire-prone areas are ending up on the FAIR Plan, California’s insurer of last resort. Its policy count climbed about 44% in 2025, and rates go up an average 29.1% starting October 15, 2026. Here’s the silver lining for Valencia homeowners: the FAIR Plan gives discounts for hardening your home, and your roof is a big part of that.
This post walks through what qualifies, how to actually claim it, and how to avoid the mistakes that leave money on the table.
The hardening checklist
The FAIR Plan lists up to 12 discounts in four groups. The ones that matter most for a home like yours:
- Structure: Class A fire-rated roof, enclosed eaves, ember- and fire-resistant vents, multi-pane windows or shutters, and noncombustible material at the base of exterior walls.
- Immediate surroundings: a cleared five-foot zone, noncombustible materials within it, cleared vegetation under decks, outbuildings kept 30 feet or more away, and trimmed trees that meet local defensible-space rules.
- Community: living in a Firewise USA site or a recognized fire risk reduction community.
- Completion bonus: an extra discount when you meet all the structure and surroundings criteria.
The FAIR Plan’s schedule lists a maximum combined discount of up to 16.4% off the wildfire portion of a Dwelling Fire premium. It won’t erase your premium, but it’s real money, and the roof is one of the biggest line items.
What Class A means, and how to check yours
Class A is the top fire-resistance rating for roof coverings. Many asphalt shingles, tile and metal roofs can earn it, but the rating belongs to the specific product and how it’s installed, not just the material category. If you’re not sure what’s on your house, look for paperwork from a past install, a product label, or ask a roofer to identify it. Don’t assume that because a roof is tile or metal, it’s rated.
How to actually claim it
- Ask your FAIR Plan agent which discounts your policy already has. You may be owed some you never got.
- Do the upgrade. If you’re replacing the roof, ask for a Class A product and keep the product data sheet.
- Save the paperwork: the invoice, the rating documentation and dated before-and-after photos.
- Send it through your agent and ask when the discount will apply.
Common mistakes
- Assuming the work is enough. The FAIR Plan needs proof, not just the upgrade.
- Skipping the photos. Take dated before-and-after shots of the roof and the areas around the house.
- Losing the paperwork. Keep the invoice and product data sheet somewhere you can find them at renewal.
- Waiting until the end of your policy. Ask early when a discount takes effect, so you know how to time the work.
- Doing only part of the job. Ask whether a partial upgrade counts or the whole roof needs to meet the rating.
Your reroof might pay for part of itself
The math won’t make a roof free, but a Class A option chosen during a reroof you needed anyway can shave your insurance bill every year after. That reframes the decision. Not “should I spend money on fire protection?” but “which roof do I install, and what does it earn me back?” You’ll also want to confirm whether partial upgrades qualify or whether the whole roof needs to meet the rating.
What if you’re not on the FAIR Plan?
Many Valencia homeowners still have private coverage. Insurers in California are expected to recognize wildfire-mitigation steps, but how they do it varies by company. It’s worth asking your agent the same questions: which upgrades earn a discount, what proof they need, and when it applies. Some homeowners who ended up on the FAIR Plan are able to return to the private market after hardening their homes, so keep the documentation either way.
A simple plan for the next 60 days
- This week: ask your agent which discounts your policy applies and what proof they want.
- Next: walk your property and knock out the free items, like clearing the five-foot zone and trimming trees.
- Then: get your roof inspected, so you know its age, condition and rating.
- If a reroof is coming: price a Class A option and keep the documentation.
- After the work: send your agent the paperwork and ask when the discount applies.
Common questions
Do I need a whole new roof to qualify? Not necessarily for the other discounts on the list, like cleared space or ember-resistant vents. For the roof discount specifically, ask your agent what they require.
Will a discount cover my rate increase? Probably not all of it, but it can soften it. Treat it as one tool, not a full fix.
How long does it take to see the savings? That depends on when your agent applies the discount, at renewal or sooner. Ask when you file the paperwork.
